Stealth Technology
Meet Dr. Zalnan in West City.
It's possible to crack the secrets of stealth operations... As far as I know, there shouldn't be such techniques in existence. However, there's been news about the development of the latest stealth operation perception techniques by Dr. Zalnan, a developer at CC. If there's a machine in West City capable of seeing through stealth operations, Dr. Zalnan should know about it.
